I also use 2 screens but do not attempt to have 99SE fill the whole space.
I place the working area, eg, the schematic on one screen and the other 
panel on the second screen so that the split lies along the join between 
the two sections of the work area. I have moved the tool bars into that 
area as well so that the schematic, itself is as big as possible within 
the confines of a 20" monitor. This leaves an amount of working area on 
the other screen which I use for pdf datasheets, email and anything else 
I might want to use while working on a Protel projec.
I find that this works well for me.
